Timing model

two clocks: system targets and human due dates

Per brain/28-UGC-MOTION-WORKFLOW.md section 11: system jobs show real elapsed time against a target (video analysis 5 min, four-route generation 3 min, ClickUp delivery 30s) and mark themselves delayed past twice the target. Review gates default to one business day. Nothing here shows a spinner without a clock - and right now there are no running system jobs to time, because the analysis and route-generation stages are not built (see the UGC workflow screen).
